Does it damage the computer if it’s turned on and off within short period of time?

I have a hard drive based DVR made to the CCTV cameras. In its manual indicates that I should not turn it off again within a short time (within 3 seconds). Are there computers in the Windows PC? Because sometimes, when you close the computer, forget something and I had it again. Generally, the rotation again immediately after it closed. Does this have a detrimental effect on the computer?
