Either way it's going to be difficult--you don't own the footage because the area is public, the person who shot the footage owns it. If a business owns the camera, you could try asking the owner/manager nicely and explain why you want it. If the government took the footage, good luck--they will likely not give it to you under any circumstance unless required to by a court order.
