Because of the bandwidth and distance involved, a microwave link is your only realistic option. A radio system with enough power would never be licensed, and a laser system would not have the range without using expensive telescopes. Continuous operation would be far too expensive in GSM, even if it were permitted. Fiber optic would also work, but then you would have to run the cable. No problems with lightening, though.

If both buildings are on a network, an IP camera would be simpler since it can use the existing IP infrastructure. If no infrastructure is available, then an IP cam can be bridged onto 802.11g which can achieve that kind of line-of-sight range. Links below are prepackaged solutions for this.
If you don’t have line-of-sight then EV/DO or UMTS 3G cellular might be feasible if the recurring cost isn’t a problem.

in general, CCTV can connected wireless, there more choice to connect them. for radio system and microwave each another building could see with visual and GSM is there any networking supporting (Base Transceiver Station/BTS)
You don’t give where your location or map for studying the best choice…
