Question lacks clarity confirm exactly what you’re looking for.

Closed Circuit TeleVision. means that the cameras are directly linked to the monitors (TV’s) unless you link the cameras to a computer then, up to a server and website to breodcast, you are stuck with only seeing the images on the “wired-in” monitors
If you want to catch someone in the act, a cheaper way is to go to a spy website and buy a hidden camera hooked to a VCR. lots of fast forwarding to the good stuff, but that is what the “Nanny cams” are mad out of.

You need to clarify this question. You’re not going to get free CCTV equipment from anyone unless you steal it (which I don’t recommend). Most newer CCTV systems use a digital video recorder or DVR for recording as time lapse recorders (tape recorders) are becoming more and more obsolete. However I must tell you that using a standard VCR will not work to record video very well, you will only be able to record for so many hours versus with a time lapse recorder which can record for days. Also if you want to view over the internet you will need to be on a DVR. Pretty simple home kits can be found at the site below.
